Purpose▾
The purpose of this qualification is to prepare a learner to operate as a Routine Road Maintenance Manager. A Routine Road Maintenance Manager (RRMM) identifies road maintenance needs and plans, organises, directs, controls, administers and coordinates the routine maintenance of roads, and manages the physical and human resources involved in the routine road maintenance process in either a supervisory or contracting context. A qualified learner will be able to: • Plan and prepare for Road Maintenance (RM) activities on site. • Manage compliance with RM contract documentation. • Manage and co-ordinate RM activities on site.
Rationale▾
In consultation with South African National Roads Agency Limited (SANRAL), which can be regarded as an industry leader in the field of Routine Road Maintenance (RRM), the need for qualified Routine Road Maintenance Managers has been identified. Routine Road maintenance is not part of the formal curriculum of tertiary education, which presents civil engineering/construction courses. Skills required by Routine Road Maintenance Managers include knowledge to enable management of general routine road maintenance projects, i.e. understand, direct and coordinate pre-project planning; understand general contract documentation; implement administrative systems and be able to coordinate, direct and guide general maintenance activities executed by main contractors and/or Small, Medium and Micro-sized Enterprises (SMMEs) subcontractors in a safe and cost-effective manner. These skills will speak to a specific context of management, i.e. managing routine road maintenance activities in a broader civil engineering construction context, in this case, the larger part of the life cycle of road infrastructure, after actual construction. Learners accessing this qualification will mostly come from employed persons currently working on National, Provincial and Municipalities RRM projects. Persons with this qualification will improve the level of service on roads with effective management of RRM projects. This qualification will address the scarce skills identified through Strategic Integrated Projects (SIPs) and generate competent managers to effect the outcomes and conditions of Provincial Road Maintenance Grant (PRMG).

Recognition of Prior Learning (RPL): RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record. RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. Entry Requirements: • NQF 4 with mathematics and a minimum of 2 years assessed technical experience working on RRM projects.

- Manage compliance with RRMM contract documentation.
