Purpose

The purpose of this qualification is to prepare a learner to operate as a Rolling Stock Electrical Fitter. A Rolling Stock Electrical Fitter maintains, tests, repairs, overhauls, assembles and fits electrical and mechanical parts and bogies of locomotives/motor coaches. A qualified learner will be able to: • Plan and prepare site, equipment, tools, consumables and materials for maintaining electrical locomotives. • Install, connect and commission electrical and electronic components. • Diagnose and repair faults on electrical and electronic installations and equipment of locomotives. • Assess, install, maintain, and repair mechanical components and auxiliary equipment. • Take apart, assess, repair, assemble, and maintain bogie assemblies.

Rationale

The Rolling Stock Electrical Fitter trade is one of several trades and occupations in the rail industry. The industry is currently revising the historically registered qualifications to meet the requirement for occupational qualifications and replace the outdated qualifications. The Occupational Certificate: Diesel Electric Fitter and the Occupational Certificate: Rolling Stock Electrical Fitter jointly replace the above-mentioned registered qualifications. The trade Rolling Stock Electrical Fitter is one of several occupations included in the Transportation Electrician occupation that covers the respective transport modes and requires additional skills to assemble bogies and electronic and electrical components on locomotives and coaches. The trade Transportation Electrician differs from the Electrician trade in that it provides for electrical tasks on equipment serviced by electricity generated for the specific modes of transport independent from the national network. In the National List of Occupations in High Demand: 2020, published in the Government Gazette, 27 November 2020, No. 43946, the occupation Transportation Electrician is listed as one of the occupations in high demand. The Rolling Stock Electrical Fitter is one of several specialisations related to the Transportation Electrician in the Organising Framework for Occupations (OFO) where it is also recorded as a Trade. Trades in general are in high demand in South Africa. Rolling Stock Electrical Fitters have been identified as a scarce skill in the Transport sector as 580 trains must be built over the next 10 years, requiring 3480 coaches and 6960 bogies. In addition to this, existing coaches and bogies need to be maintained and upgraded. This qualification is meant to ensure that the transport sector is provided with suitably qualified personnel to ensure and improve the standard and quality of work. This will lead to efficient and effective trains, coaches and bogies which will benefit the economy. Typical learners likely to be attracted to this qualification are school leavers from the technical vocational stream (including electrical and mechanical). Already qualified artisans in the electrical or mechanical fields might also consider this as an opportunity to expand their scope of work and career opportunities. The inclusion of a part- qualification for Bogie Fitters offers further possibilities for qualified Diesel Electrical Fitters to work in the Rail sector. Experienced qualified artisans could train and progress to positions such as Quality Assurance Inspectors, Foreman, Trainers and Workshop Managers.

Learning Assumed to be in Place & RPL

Recognition of Prior Learning (RPL): • Learners will gain access to the qualification through RPL for Access as provided for in the QCTO RPL Policy. RPL for access is conducted by accredited education institution, skills development provider or workplace accredited to offer that specific qualification/part-qualification. • Learners who have acquired competencies of the modules of a qualification or part-qualification will be credited for modules through RPL. • RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result. Entry Requirements: The minimum entry requirement for this qualification is: • National Technical Certificate N2 with Mathematics.
