Purpose

The purpose of this qualification is to prepare a learner to function as a Media/Programme Content Production Manager. A Media/Programme Content Production Manager organises, co-ordinates and manages the production of Audio-Visual media content, Television Programme content and/or Radio Programme content and assist with the day-to-day delivery of the media/programmes on various platforms. A qualified learner will demonstrate the following key attributes: organiser and coordinator, stress tolerance, integrated planner, effective communicator, complexity thinker, team manager and a creative multitasker. A qualified Learner will be able to: • Administer and coordinate the production of the content for use in Audio Visual, Radio, Film and Television programmes. • Procure and ensure the availability of all relevant resources needed to produce media content for use in Audio Visual, Radio, Film and Television programmes. • Ensure compliance with all relevant policies and regulatory requirement related to the production of content for use in Audio Visual, Radio, Film and Television programmes. • Manage the production processes for the creation of content for use in Audio Visual, Radio, Film and Television programmes.

Rationale

This qualification is the result of a participative process initiated by the MICT SETA and aims to re-align the current legacy qualification, National Certificate: Radio Station Management. The revised qualification will contribute towards building the sector and it will serve the community and the economy in the sense that it will provide career opportunities for the currently unemployed youth. The growth of the media content development industry impacts across a wide range of other sectors where support services are provided. This qualification is targeted to provide a platform to further facilitate the professionalisation of an important sector within the communication and entertainment industry. The creation of media and programme content for audio-visual, radio and television is a growing niche market within a very active, growing, and lucrative global industry. South Africa is already globally accepted as a provider of quality content for the radio, television and film industry. We have proven ourselves as a cost efficient and quality driven partner to the global industry. The industry is continuing to grow, and the evolution of new technologies is enabling the growth of the opportunities within the industry. The new technologies are also facilitating a merging of the skills requirements that traditionally separated the focus areas of Radio, Television and Film. To capitalise on these opportunities, it is exceedingly important that we build our ability to produce quality and relevant content in a cost efficient and professional manner. This qualification targets the capacitation of the management cadre within the media/programme content production sector. There are currently several qualifications aimed at the technical components of the media/programme content production processes but there is only the one legacy qualification that address the specific management competencies. This qualification will be replaced by the new qualification and, where the current qualification is limited to Radio this one will cover the full spectrum of media content development opportunities. This qualification is unique in the sense that it contextualises the generic management competencies within this complex and very diverse sector. The qualification will also create a potential springboard for further development into specialised senior positions within the industry, such as: Media and Marketing Research Manager, Managing Producer etc. The typical learners who will take up this qualification are firstly current employees already in these occupations who want to obtain a recognised qualification for professional recognition. Secondly the qualification will be attractive to new entrant into the industry serving in various technical capacities and will open doors for these employees to entrench themselves into an attractive and growing career. As far as the overall community is concerned the qualification will assist with building an important sector within the entertainment, news, and advertising sector and this will cascade into a growth in related employment opportunities. The content of the qualification is aligned to global professional practices. Upon completion graduates may be required to be registered by the relevant professional body for professional recognition.
