Legislation Facilitator

The purpose of this qualification is to prepare a learner to function as a Legislation Facilitator. A Legislation Facilitator provides technical and administrative support regarding the execution of legislature business, supports legislators to inform the law-making process,conducts research,facilitates and reports on public participation processes, and facilitates and coordinates legislative committee processes.Typical graduate attributes will include among others good communication skills, high moral standards, good self-management, and sound emotional intelligence. A qualified learner will be able to: • Research and analyse legislative requirements and draft legislative proposals. • Plan, analyse and facilitate public participation processes. • Coordinate, facilitate and report on legislature committee processes. • Coordinate administrative support to facilitate legislature committee procedures.

The need for this qualification stems from the necessity to revise, update and align an existing qualification registered on the Occupational Qualifications Sub-Framework (OQSF). Parliament and legislatures in South Africa, who are responsible for making and passing laws, initiated and participated in the development of this qualification. The public plays an important role in the work of Parliament and Legislatures, and the Constitution, therefore, requires parliament and legislatures to facilitate public participation in the law-making process and to take reasonable measures for public access to its committee meetings and house sittings. This qualification addresses the requirements and needs of parliament and legislatures, which is essential for the democratic, social, and economic transformation of the country. Typical learners likely to be attracted to this qualification include parliamentary officials and other government employees wishing to pursue careers in Parliamentary Services. Qualifying learners should be able to follow various careers within the Parliamentary Services and Government Departments in the fields of law making, administration, secretarial and committee's support. Legislation Administrative Assistant serves as a part-qualification that provides a learning pathway towards this qualification. The Advanced Occupational Certificate: Legislation Facilitator qualification is not a duplication or proliferation of another recognised qualification on the National Qualifications Framework (NQF). All relevant stakeholders have been consulted during the identification of the need as well as the development process of this advanced occupational qualification. There is no formal requirement of professional registration, membership or licencing for learners employed in Legislation Facilitator positions.
