Purpose

The Labour Inspector promotes, monitors and enforces compliance within the employment legislative framework. A qualified learner will be able to: • Monitor and enforce relevant legislation. • Facilitate fair and just labour relations. • Initiate actions to prevent labour disputes. • Promote, monitor, and enforce compliance with collective agreements.

Rationale

With the advent of democratic government in South Africa in 1994, an entirely new approach to Labour Inspections in South Africa has emerged. There has been the establishment of new statutory structures with implications for every level of labour relations in the country. The purpose is to advance economic development and social justice, reduce labour unrest and advance the democratisation of the workplace by fulfilling the primary objective of labour-related legislation. This qualification will help to transform the labour market and workplace by promoting sound and improved employment relationships. The qualification will provide learners with specific learning and skills related to compliance with statutory and legislative frameworks in the workplace. This qualification will deepen learners' understanding of the South African Labour Relations field and will underpin their ability to use this qualification in various workplaces. The development of competence in this field can lead to better service delivery, institutional longevity and the promotion of job creation and security. Labour inspection will help prevent costs resulting from occupational accidents and illnesses, absenteeism, abuse of workers and labour conflict. Application of the learning in this qualification will also assist parties in labour disputes to enforce their labour rights while at the same time, enabling them to become aware of their obligations as active and responsible participants in society and the economy. Therefore, this qualification is designed to enable individuals to develop theoretical competencies, practical skills, and work experience to operate effectively in the labour relations field. The qualification will be targeting school leavers, graduates and currently employed persons in organisations such as the Commission for Conciliation, Mediation and Arbitration (CCMA), the Department of Labour, Human Resource (HR) Practitioners, Labour consultants, Bargaining and statutory councils, Private agencies, Advice offices, Law firms, particularly labour lawyers, Trade unions and federations, and Employer organisations and federations. The successful implementation of this qualification will support the strategic and socio-economic objectives of the country.

Learning Assumed to be in Place & RPL

Recognition of Prior Learning (RPL): RPL for Access to the External Integrated Summative Assessment Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of results or by certifying a work experience record. RPL for Access to the Qualification Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. Entry Requirements: The minimum entry requirement for this qualification is: • NQF Level 4 qualification.
