Purpose▾
The purpose of this qualification is to prepare a learner to operate as a Fuel Pipeline Controller. A Fuel Pipeline Controller operates monitors and controls pipeline operations for the bulk transport of petroleum, in, through and out of pipeline depots. A qualified learner will be able to: • Conduct pipeline operations, monitor and control flow and pressure in a high pressure pipeline. • Perform product metering on start-up and tank gauging before and after tank movements. • Perform product quality testing.
Rationale▾
This qualification reflects the need for bulk materials handling pipeline operations for personnel with knowledge, skills, and understanding as a Fuel Pipeline Controller for the bulk transport of liquids (typically petroleum products) in, through and out a pipeline depot. This qualification reflects the workplace-based needs of pipeline operators working in the pipeline operations industry that is expressed by employers and employees, both now and in the future. The qualification will provide a means to set standards in the Pipeline Operations industry and would serve to foster professionalism in the Southern African Transport industry to provide a mechanism for regulating the services provided by a quality and professional point of view. The qualification is the first in the pipeline operations industry but will allow learners to progress to other qualifications within the pipeline operations - and transport industry, chemical industries and within the water sector. The qualification focuses on the skills, knowledge, work experience, values, and attitudes required to ensure further progression. The objective is to: • Promote the development of knowledge, skills, work experience, and values that are required in the Pipeline Industry. • Release the potential of people. • Provide opportunities for people to move up the value chain. • Allow access to a National Qualifications Register. • Ensure that the quality of education and training is enhanced and be of a world class standard. It will provide the broad knowledge, skills, work experience, and values needed in the Pipeline industry and will facilitate access to, and mobility and progression within education and training and to progress along a learning path for learners who: • Have worked in the Pipeline Operations Industry for many years, but have no formal qualification. • Wish to extend their range of skills and knowledge of the industry so that they can become competent workers in the Pipeline Operations Industry. The Transport sector and people operating within the pipeline operations industry will benefit from this qualification and its competence standards, which are instrumental to the development and recognition of the foundational, practical and reflective competence (applied competence) needed to render effective and efficient pipeline transport services. These services are essential in and to the following domains: • Enabling the rendering of a pipeline transport service. • Enabling the rendering of a transport service. • Contributing to economic growth. Central to the qualification is the development of a culture of a safe and efficient pipeline transport service to meet the needs of clients and consumers.

Recognition of Prior Learning (RPL): RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record. RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. Entry Requirements: • Level 2 with Mathematics and Communication.
